Relationship advice?

I've been going out with a girl for going on 9 months, when almost out of the blue, she asked for a break. Since that shes said she wants to breakup, becasue she doesn't want a boyfriend, but wants to continue me being there for her and other things like that in secret, while not really returning the commitment at all. This is really taking its tole on me emotionally - shes had other people ask her out and wont say no and barely ever spends time with me except on her terms. Despite all this, I love her to bits, but know I cant carry on as things are. Ive tried asking her back out, but she flatly refuses..., and I can't get my head round this as she at the same time says she loves me :S what should I do?
