If law enforcement were 100% efficient in locking up dope smokers, how many people would be on the outside?

Many of our leaders, celebrities and sports heroes confess about having indulged in illicit drugs. Many states lock people up for drug usage. If the law were universally this strict, and if it were fully successful in catching all the users, how many people would be left on the freedom side of the jail bars?
