What does it mean in The Count of Monte Cristo when it says, "gigantic cabbages walk gravely about..."?

It's during Carnival and he's describing everyone walking around with masks and then he mentions the cabbages. Does he mean people literally dressed like cabbages or is there another meaning of "cabbage" that I'm unaware of? It just sounds strange to me.
